From C & S #1 water draining from
Seneca Lake & Cayuga Lake joins water
flowing into the Oswego River Basin via the Clyde River. Before the
water gets to Baldwinsville water draining from Owasco Lake & Skaneateles
Lake joins in. The flowing water is then faced with a restriction in Jack's Reef.
When the water finally reaches
Baldwinsville it is met by 1-50 foot flood control structure forcing the
water to stack forcing Cross Lake water levels higher.

Cross Lake has flooding more often, at
higher elevations and for longer durations than anyplace in the Oswego
River Basin.
This problem affects all water bodies
across the basin just like problems in other areas within the basin
affects the
Cross Lake section.
